Public Notice: New Driver Point System Coming Soon

The Virgin Islands Bureau of Motor Vehicles is introducing a Driver Point System designed to promote safer roads and reduce dangerous driving behaviors. Under this system, points will be added to your license when you commit traffic violations. Accumulating too many points can lead to warning letters, fines, mandatory driving courses, higher insurance rates, and even license suspension or revocation.

Why the Point System Matters

  • Encourages safer driving by attaching consequences to risky behavior
  • Helps identify high‑risk drivers who repeatedly break traffic laws
  • Applies escalating penalties as points increase

Examples of Violations and Point Values

  • Failure to wear a seatbelt — 3 points
  • Speeding (1–10 mph over) — 2 points
  • Improper passing of a school bus — 8 points
  • Reckless driving — 9 points
  • Failure to yield — 3 points
  • Running a red light or stop sign — 3 points

How to Protect Your Record

  • Follow posted speed limits
  • Avoid distracted driving
  • Maintain safe following distances
  • Never drive under the influence
  • Stay alert in school zones and pedestrian areas

Online Vehicle Registration Renewal Late Fee Waiver

BMV Announces Waiver of Late Fees for Online Vehicle Renewals Only

St Croix: The Virgin Islands Bureau of Motor Vehicles (BMV) is pleased to announce that effective December 18, 2025 until February 16,2026, all late fees will be waived exclusively for customers who renew their vehicle registrations online.

This action supports the BMV’s ongoing commitment to improving customer convenience, reducing in‑office wait times, and encouraging greater use of digital services. The online renewal system, available at bmv.vi.gov, provides a fast, secure, and efficient option for vehicle owners.

BMV Director Barbara Jackson‑McIntosh emphasized the importance of making this service more accessible to the public.

“We want to make it as easy as possible for customers to stay current with their vehicle registrations,” said Director Jackson‑McIntosh. “By waiving late fees for online renewals, we are giving residents an incentive to use our digital services, avoid long lines, and manage their transactions on their own time from anywhere.”

The BMV also reminds customers that vehicle registrations can be renewed up to three (3) months in advance, allowing ample time to avoid delays and ensure compliance.

Residents are encouraged to renew online and take advantage of the waived late fees along with the convenience of digital processing.

2023 EMANCIPATION LICENSE PLATES

Effective March 1, 2023, all vehicles with TEMPORARY plates that were issued by the BMV will be exchanged at no cost for the new mandatory VI 175th Emancipation Commemorative Plates, an appointment is required. To make an appointment go to bmv.vi.gov, or email us at info@bmv.vi.gov, or call the offices: St Croix-340-713-4268, St Thomas-340-7744268, St John -340-776-6262.
All other vehicles will only be issued the new Emancipation Plates during their annual registration renewal process. In order to renew the registration, the old plates must be removed and returned to the BMV. The vehicle registration renewal process will not be completed until the old plates have been turned in. If you are 65 years and over, your mandatory Emancipation Commemorative plates will be free. Personalized BMV plates will be charged $49 and Vanity plates will continue to be charged by the organization issuing the plates.
If you choose to renew your registration online, your Emancipation Plate fee will be included. However, you must go to your local BMV office to exchange the old plates for your New Emancipation Plates; they will not be mailed to you.
